A debate that wound its way through moving some Carolina Panthers home games away from Charlotte on to the Netflix series "House of Cards" concluded Thursday afternoon with South Carolina lawmakers approving a bill to provide up to $160 million worth of incentives for a new team headquarters in Rock Hill.  The 46-member S.C.
