Oregon Senate Republicans on Tuesday skipped the legislative body's floor session, denying Democrats the quorum needed to hold a vote on a proposed $1-billion-a-year tax on business. The money is earmarked for pre-K-12 public education. The Senate needs 20 members in order to meet. All 18 Democrats showed up Tuesday.
