A $2 hike in the per-pack tax on cigarettes cleared another hurdle on Tuesday and moved to the floor of the Oregon House of Representatives. House Bill 2270 passed out of the Joint Committee on Tax Expenditures by a vote of 8 to 3. It will need to pass by a three-fifths majority, since it’s a revenue-raising measure. If Gov.
